The National Party is saying no for now to the ACT Party's proposed referendum on the co-governance model of government.
ACT leader David Seymour says that sounds a lot like National is running away from the big issues.
National Party leader Christopher Luxon told Morning Report he believes the time isn't right for a referendum.
"We need to have a conversation around what do we actually mean by co-governance, because if you talk to a range of people, you get a range of different views as to what that actually is."
Seymour has said the referendum would be a bottom line for any ACT negotiations after the election, Luxon said it was far too early to discuss post-election negotiations.
