Finance Minister planning to introduce debt ceiling

The Finance Minister, Grant Robertson, has just delivered his pre-Budget speech in Wellington, in which he's announced plans to introduce a debt ceiling. The debt ceiling would require future government's to maintain a small surplus between zero and two percent of GDP, to help with rising inflation.
