Several EU member states have raised doubts about a plan to stop oil imports from Russia, put forward by the Commission's president.
The Commission is proposing a complete ban by the end of the year, building on a previous embargo on Russian coal.
At least four countries, heavily dependent on Russian oil, have called for exemptions before they approve it.

Russia's largest bank - Sberbank - will also be removed from the international payments system Swift as part of the latest sanctions.
