The State foster care system will be the focus of the Royal Commission into Abuse in Care hearings this week.
Five hundred people have come forward to the inquiry saying they were abused while in foster-care.
Counsel assisting Aroha Fletcher told reporter Andrew McRae that instead of being loved and supported, some children were treated inhumanely and their stories are horrific.
