Four years after Waka Kotahi was slammed for not doing its job of keeping roads safe, one of its core unit's has been labelled so ineffective it is being pulled apart.
The unit undergoing a restructure includes the road network safety team.
The unit's head says, in an internal report obtained by RNZ, its work is increasingly perceived as barriers to better regulatory outcomes and it does not know what it exists for.
Waka Kotahi is running behind on targets to make state highways safer with median barriers and side barriers.
