The Department of Internal affairs is facing a surge of passport applications, with wait times now reaching more than a month.
There are more than 48,000 people who are waiting for a new passport.
This comes as New Zealand experienced a migration loss of almost 9000 people in the year to the end of April, amid a global fight for workers.
