Police caught 5000 drivers breaking their restricted licence by carrying passengers when they shouldn't last year - and prosecuted one of them.
They issued written warnings to 10 of them.
Students Against Dangerous Driving says young people want to find a way to stop their peers breaching license rules without punishing them.
They say the rule breaking is not just down to peer pressure to drive friends around, but family pressure as well with parents needing transport help.
