What kind of military should this country have and what should it be doing?
Those are the big questions being asked in a review of Defence Force policy announced by the Government.
An assessment last year called for a shift in strategy, to adjust to a post-Covid world and climate change.
But National expects it will lead to delays on already delayed decisions on what hardware to buy.
