An independent review of WorkSafe cannot say whether the agency is reducing workplace harm or is cost effective.
The review was ordered by the Minister for Workplace Safety and Relations, Michael Wood, last year after the health and safety watchdog complained it did not have enough funding to carry out all its responsibilities.
