Safeguards are being put in place to stop some of New Zealand's most fertile farmland from being chewed up by subdivisions.
A newly released national policy statement now requires councils to identify, map and manage productive land to protect it from inappropriate urban use.

But land can still be rezoned for housing under some circumstances.
