But Jacinda Ardern told Morning Report that doesn't necessarily mean the writing is on the wall for centre-left Labour.
Ardern said she doesn't believe that comparison between local and central government works in New Zealand.
She also agreed there needs to be change in the way local government elections are run given the consistently low voter turnout.
