Nearly three years of pandemic disruption has damaged learning in some primary and intermediate schools and left others almost unscathed.
In some areas principals warn it could take years for children to catch up on what they have missed.
The government has confirmed that testing indicates many children are months behind where they should be and Pacific children are worst affected.
