National's justice spokesperson has defended the party's proposal to send repeat teenage offenders to boot camps, saying the justice system needs another tool.
Paul Goldsmith told Morning Report the military-style camps would last up to a year and be followed by intensive supervision and community group activity.
National's proposal has fallen flat with youth workers and advocates, who say it's an old and out-of-touch approach.
