A child health expert and former government science adviser says care is needed before action is taken to curb violence by 10 to 17 year olds.
National yesterday unveiled a plan targeting serious offenders, under which teenagers who've offended twice could be sent to boot camps, and ten-year-olds could be electronically monitored.
Sir Peter Gluckman says he both understands and sympathises with those affected by an epidemic of acting-out behaviour.
But he says there is no easy solution.
