Government agencies admit failure in moves to make roads safer

Government agencies are admitting failure in their attempts to make roads safer, and now say their target to reduce deaths and serious injuries by 40 percent over a decade is unrealistic.

This despite the government's nationwide Road to Zero plan, which is supposed to see an incremental reduction in road deaths.
