An economist says incoming Prime Minister Chris Hipkins won't have time to effect any meaningful change to the country's cost of living gloom ahead of the election.
Hipkins says his focus will be on "bread and butter" economic issues, aimed at helping families and small businesses - while doing his best to combat what he calls the "global inflation pandemic".
