New Zealand's breast screening programme has now missed its mammogram coverage targets for three years running.
Just 65 percent of eligible women are being screened, short of the target of 70 percent and a national review due in September has still not been published.
Health advocates warn that women are at risk of dying because of delayed diagnoses.
