Joseph Brider, the man convicted of murdering a Colombian woman in Christchurch has been sentenced to at least twenty-three years in prison.
He was released on parole from prison for a previous conviction for kidnapping and rape just 10 weeks before the killing - but none of his neighbours knew.
Corrections, which was responsible for monitoring the man, says a review has found the actions of its staff neither caused nor could have prevented the crime.
