Around 3500 people have been registered as uncontactable, the majority across Hawkes Bay and Tairāwhiti.
Worried friends and family have taken to social media to try find their loved ones - many whom might simply be without power or service.
Police do have grave concerns for several missing people and have brought in more resources to carry out searches.
