Many of the nation's mayors were interested listeners at the weekend when the National Party announced what it would replace Three Waters with.
In addition to confirming it National said it would leave water infrastructure under council control.
But its policy announcement has left some mayors asking how they are going to pay to fix their broken and failing pipes.
Morning Report spoke to National's local government spokesperson Simon Watts and asked him how this plan would help a small rural council that does not have the rating base or borrowing ability.
