After 28 days the national state of emergency for Tai Rāwhiti and Hawke's Bay ends on Tuesday morning and the two regions now enter the cyclone recovery phase.
They join Northland, Auckland, Waikato, Bay of Plenty, and the Tararua, Masterton, Carterton and South Wairarapa Districts in what's called a national transition period.
That means local Civil Defence authorities have the power to clear roads and dispose of dangerous materials.
