Just 19 people have entered New Zealand's nursing workforce via the fast-tracked residency programme.
Immigration NZ added nurses to the green list late last year to help fill gaping staffing holes.
But the vast majority of the 162 visas which have since been issued, went to nurses who were already working here under different visas.
