An independent report says it's likely the design of new NCEA literacy and numeracy tests is unfair on Māori and Pacific teenagers.
The report says the online tests could be harder for students who don't use computers often, and shows the tests have been devastating for students and teachers in the Cook Islands and Niue.
The findings follow the most recent trial of the tests in September, when more students passed the writing and maths tests, but fewer pass the reading test.
