The head of the Road to Zero programme says Easter is a time when people shouldn't be accepting death as an inevitable part of having roads.
Bryan Sherritt from the Ministry of Transport says getting people into safer cars and improving enforcement of safe speeds and the quality of the roads themselves are key.
He also admits his ten-year programme, soon into its third year, has a way to go before success.
Sherritt spoke to Guyon Espiner.
