Some community leaders say there are glimmers of hope in the government's proposed changes to Three Waters.
But others say they are a backward step and one of the few supporters is expressing doubt.
The controversial plan will now have six more entities controlling fresh, waste and storm water systems.... with the start date pushed out by two years.
