Gisborne district council knew its main water pipe was at 'unacceptable' risk of 'catastrophic' failure months before cyclone Gabrielle smashed it in 10 places.
That plunged 39,000 people into a 45-day water supply crisis - and the region is not fully recovered yet.
Now a report has come to hand that shows the council was trying to safeguard the main pipe - but knew it had not done enough.
