A tax expert says changes are needed to income tax thresholds to make them fairer.
The tax debate has run hot since the release of two reports - including one commissioned by tax consultants OliverShaw which found the wealthy pay their fair share of taxes.
However, an IRD report on Wednesday revealed the country's richest families pay about half as much tax on their income as the average New Zealander.
Robin Oliver, a Director of OliverShaw and an expert in tax economics and policy, spoke to Ingrid Hipkiss.
