Councils in some of the regions hit hardest by Cyclone Gabrielle are relieved the government is promising to pay for the repair job on local roads - so the cost won't fall back on ratepayers.
The Government says the nearly billion-dollar recovery package is about covering the basics: repairing what's been damaged, while also funding protection against future weather events.
