Cheap public transport for young people, a big pledge in the latest Budget, has hit a snag with some councils unable to verify passengers' age.
The plan, which will see riders aged between five and twenty-four only paying half fare, comes into play on July 1, the date when half-price travel for everyone else ends.
That's too tight a deadline for the capital city.
