Green Party co-leader James Shaw is "incensed" that the National Party wants to divert $2.3 billion allocated to climate change.
National has proposed a "climate dividend" - which they say would return taxes paid by climate polluters through the Emissions Trading Scheme to Kiwi families.
But the policy's full costing shows this money would return to the government to help fund tax cuts.
