Recent modelling shows Wellington has a 24 percent chance of entering level four water restrictions this summer.
That means there is a supply buffer of five percent or less, and residents would have to decrease indoor water use by up to 50 percent.
All outdoor water use would be banned, and businesses would have to change their practices too.
