Tensions were high at the pōwhiri for the Government at Waitangi.
At one point there was even a suggestion that prime minister Christopher Luxon might not be able to speak, because of vocal opposition from protesters.
Ngāpuhi leader Mere Mangu spoke before Luxon and worked hard to bring calm, while acknowledging the anger.
