A leaked draft Cabinet paper shows the Government is looking into allowing more overseas investment for build-to-rent housing.
The coalition has already said it will amend the Overseas Investment Act to make it easier to develop build-to-rent housing.
The leaked Cabinet document shows the Associate Minister of Finance, Chris Bishop, wants to go further than this.
Minister Bishop spoke to Ingrid Hipkiss.
