Renters skeptical, landlords hopeful on tax change impact

Renters' advocates think bright-line tax changes will do nothing to decrease the cost of rent; while landlords think it'll encourage investors to buy more rentals. From today, the bright-line tax, which applies to capital gains on the sale of an investment property, is being reduced from 10 to two years.
