Why the government may be cutting 'city deals'

Wellington and Auckland are working towards deals with the government to help fund major infrastructure upgrades, while other cities line up to make deals to fund and manage their own affairs.  

University of Auckland human geography associate professor Tom Baker talks to Emile Donovan about the positives and the potential pitfalls of these types of arrangements.
