Journalist Khashoggi killing: what now?

The CIA has reached the conclusion that the Saudi Crown Prince Mohammed bin Salaman was behind the murder of dissident journalist Jamal Khashoggi in the Saudi embassy in Turkey. The US President Donal Trump has described the audio on a recording said to be that of Mr Khashoggi being killed as " a suffering tape." So what needs to happen?
