How do you enforce beggar ban?

The Tauranga Council has passed a bylaw banning beggars in retail. So who will enforce the ban? Police say they'll only intervene if there's a disturbance of the peace. Tauranga's mayor Greg Brownless describes who will do what under the new bylaw.
