Hawke's Bay ratepayers to pay for coastal defences

There is a plan to make Napier and Hastings ratepayers pay $30 a year to protect land from sea level rise. They are the first in New Zealand to face this sort of cost. The money would be used for infrastructure deemed to be for the public good. The costs of protecting their bit of coastline over the next century has been estimated at up to $286M.
