A trial warrant of fitness scheme for rental properties is unpopular with some landlords.
Five city councils - Auckland, Tauranga, Wellington, Christchurch and Dunedin - are testing rental properties against 28 criteria, including insulation, mould and leaks.
Wellington landlord Jackie Thomas-Teague's rental property failed a trial inspection.
If the inspections are done every two years as proposed, she said it will mean 3000 properties would have to be checked every day.
Ms Thomas-Teague said that was just not feasible and the warrant scheme would not work.
