The Christchurch rebuild has been labelled too slow, confused and lacking leadership.
Parts of the South Island city, including the central business district, suffered severe damage in the 2011 February earthquake.
A survey of construction companies, banks and engineers blames Government and council bureacracy.
Twenty-five companies involved in the rebuild were interviewed and 46 others did an online survey as part of the research by the Council for Infrastructure Development.
Chief executive Stephen Selwood said on Thursday the rebuild time could be shortened if the process was more intergrated and innovative.
"It's very hard to pull a number out of the air, but if you're talking a rebuild with a 10- to 15-year timeframe, if you can't shave five years off that through and integrated programme, there's something wrong."
The research was carried out in February and March this year.
