Canterbury Regional Council rates will go up by almost 5 percent, as the council moves away from user pays for some services.
Council commissioners have adopted the 2014/15 Annual Plan, confirming a 4.95 percent rates increase.
The council said one of the most significant factors in the increase is a shift from user pays to general rates funding water science and consent administration charges.
It said this is consistent with its wish for its revenue policy to be supportive of the Canterbury Water Management Strategy.
On Wednesday Christchurch City Council announced a rates increase of 7.5 percent.
