The Government has narrowly missed its goal of all schools being inclusive of children with special needs.
An Education Review Office report said 99 percent of schools reviewed last year were mostly, or somewhat, inclusive of special-needs students.
The figure is an improvement on the previous report in 2010, which found 20 percent were not good at including such students.
It said most of the schools had a positive attitude to children with special needs, but only half were good at monitoring and ensuring their progress and achievement.
