A Marlborough vineyard contracting business is part of a newly formed company, St Andrews Property Group, which wants to build the housing complex near for workers in Blenheim.

The complex would include office blocks, shops and sports fields for workers employed under the recognised seasonal employer scheme.

Marlborough mayor John Leggett said four submissions were received late last week and a consent hearing by an independent panel would go ahead in late February.

He said the development would be significant for Blenheim after a labour summit between the council and industry groups found a need for more housing.

"They have identified that there's an additional 2000 workers are going to be required to meet the needs of the local industry by 2020," Mr Leggett said.

"What they're hoping to provide is a combination for up to another 418 recognised seasonal employer workers."

Mr Leggett said the submissions dealt with various parts of the application, and were not totally opposed.
