Police said there were not enough restraints for the children in the vehicle, which was first spotted on State Highway 3, heading towards Hamilton.
A 30-year-old woman was arrested and faces charges of excess breath alcohol, reckless driving and aggravated failing to stop.
The woman failed to stop when signalled, after being clocked driving at 116kmh, police said.
They did not pursue the Honda people-mover, due to the large number of passengers inside.
Further failed attempts were made by police to stop the car in the city.
Its registration was tracked to an address, where the woman was breath-tested and arrested.
She will appear in Hamilton District Court.
