The Health Ministry is refusing to release the findings of a largely secret review into financial decision-making at the Counties Manukau District Health Board.
The board is under scrutiny because of extensive rot in its buildings, including at Middlemore Hospital.
The review into spending in the previous three years, was called for in late 2016 by the new board chairperson at the time, Lester Levy.
That was in spite of good financial ratings by the Treasury and the Auditor-General's office.
It was carried out for the ministry by an Auckland forensic accounting firm.
The ministry has rejected an Official Information Act request from RNZ for the review, citing the need to protect the confidentiality of advice given by ministers and officials.
