Tougher rules around some of the riskiest work in New Zealand are taking way longer than forecast to come in.

Almost 80 percent of work related deaths are to do with plant such as cranes and hoists, and structures, including falls from height.

A Cabinet paper from last year said progress on reducing harm had stalled and was "now starting to worsen".

It is proposed New Zealand copy what Australia does, where work-related harm is at half the rate here.

Draft regulations were meant to be consulted on well before now. Minister of Immigration, and Minister for Workplace Relations and Safety, Michael Wood, had said he would be seeking policy decisions from Cabinet "in early 2022".

Instead, the Ministry of Business, Innovation and Employment said ministers were still looking at the drafts and they won't go to the public for consultation until next year.
