Wairoa mayor Craig Little estimates there are about 70 homes that people cannot live in right now because of water damage, and will need considerable clean-up.
Of 400 homes affected by flooding, about 116 homes have been "moderately" affected. More than 20 people remain at an evacuation centre.
Minister for Emergency Management and Recovery Mark Mitchell said there is no new money to announce for flood-affected properties.
He said he will update Cabinet on Monday and will have a clear plan about what new support is needed in flood-hit areas.
