Fisheries and Aquaculture Minister Phil Heatley says new legislation will boost growth in the industry.
The Aquaculture Amendment Bill (No 3) was introduced to Parliament on Tuesday.
The bill aims to open up new areas for marine-based aquaculture by streamlining the planning and consent process.
Mr Heatley says the current legislation and regulatory framework is complex and costly, and has stalled growth in the industry.
The proposed law changes follow a review of how the industry is managed.
