The Queensland Reds captain James Horwill has been cited for criticising a referee following his team's match against the Rebels in Brisbane on May 17.
The comment in question attributed to Horwill is: "In the end, once again we were robbed by a stupid refereeing decision."
The Super Rugby governing body SANZAR will allege the comment breached the code of conduct not to publish criticism of the manner in which an official handled a match.
The matter will be heard on Tuesday.
