The visitors won the rain affected match by 12 runs, but McCullum called the conditions at Windsor Park unacceptable.
He says the match was a lottery in the wet conditions and both teams deserve credit for completing the game.
The second T20 in the two match series is due to be played on Monday at the same ground and the captain says he'll be interested to see the state of the pitch after Sunday's rain.
New Zealand's Ross Taylor finished 28 not out and says he felt sorry for the West Indies bowling second with a ball that was like soap.
McCullum top scored for the tourists with 40, while Tim Southee was the pick of the Black Caps bowlers taking two for 20.
